The State’s approach extends beyond individual green buildings. Andhra Pradesh is creating an integrated ecosystem where urban planning, mobility, industrial development, renewable energy, resource efficiency, and digital governance collectively contribute towards a low-carbon future. This holistic approach is increasingly being recognised as one of the most comprehensive state-led sustainability initiatives in India.
Strong Performance in Green Buildings
The Indian Green Building Council (IGBC) has played a pivotal role in Andhra Pradesh’s transformation by providing technical expertise, internationally benchmarked rating systems and policy support across sectors. Today, Andhra Pradesh has more than 638 IGBC-registered green building projects, representing approximately 627.58 million sq. ft. of registered green building footprint. These projects span commercial developments, residential townships, industrial facilities, logistics parks, transit infrastructure and public buildings. The portfolio presently includes:
- 438 commercial projects
- 83 transit infrastructure projects
- 57 residential projects
- 37 industrial & logistics projects
- 18 built environment projects
- 5 Net Zero projects
This diversified portfolio demonstrates that sustainability is being adopted across virtually every segment of the built environment rather than remaining confined to premium commercial developments.
The Green Andhra Summit 2026 further accelerated this momentum, with over 40 new projects being registered during the event under the IGBC Green Crusaders initiative, reflecting growing industry confidence and commitment towards sustainable construction.
Progressive Government Policies Driving Green Development
One of Andhra Pradesh’s greatest strengths is its proactive policy framework. The Government has introduced one of India’s most encouraging incentive packages for green buildings. Developers constructing IGBC-certified multistorey buildings receive Impact Fee discounts of up to 20%, while AP RERA provides refunds of project registration fees of up to 20% upon obtaining final IGBC certification. Additionally, certified residential developments receive concessions on transfer charges, while industries adopting green building practices are eligible for capital subsidies. These incentives substantially improve project viability and encourage developers to integrate sustainability right from the design stage. By actively using fiscal policy, the state is driving sustainable construction practices across sectors.
Amaravati: India’s Emerging Green Capital
One of the most evident manifestations of Andhra Pradesh’s sustainability vision—Swarna Andhra 2047 is Amaravati, which is being developed as one of India’s most sustainable capital cities.
The master plan, which was conceived around principles of environmental sustainability had various principles aligned with IGBC Green and net zero rating systems such as:
- Transit-oriented development
- Extensive public transport systems
- Walkable and cycling-friendly neighbourhoods
- Blue-green infrastructure
- Renewable energy integration
- Smart water management
- Climate-resilient urban planning
- Smart governance powered by digital technologies
Amaravati offers the unique opportunity to build an entirely new capital based on green infrastructure and future-ready technologies, rather than merely retrofitting sustainability into the existing city. The State Government is now further strengthening this vision by integrating artificial intelligence, digital governance, smart utilities, renewable energy and climate resilience into Amaravati’s future development strategy, positioning it as a globally competitive smart city.
Demonstrating Net Zero Leadership
Andhra Pradesh is also emerging as a leader in Net Zero buildings. A landmark achievement is the APCRDA Project Office, Amaravati, which has become the first Government building in Amaravati to achieve IGBC Net Zero Energy Certification (By Design). The project demonstrates what future government infrastructure can achieve through integrated sustainable design:
- Achieved an Energy Performance Index (EPI) of 0.85
- Approximately 15% better than the ECBC 2017 baseline
- Incorporates high-efficiency HVAC systems
- Uses energy-efficient lighting throughout
- Meets 100% renewable energy requirements through a combination of a 540 kWp rooftop solar photovoltaic system and Green Tariff procurement.
This project serves as a model for future public infrastructure and reinforces the Government’s commitment to leading by example.
Sustainable Urban Infrastructure
Beyond buildings, Andhra Pradesh is embedding sustainability into urban infrastructure. The Government has signed strategic Memoranda of Understanding with IGBC to accelerate green development across multiple sectors.
The partnership between Andhra Pradesh Metro Rail Corporation Limited (APMRCL) and IGBC will integrate green building principles into metro rail infrastructure, focusing on renewable energy, energy efficiency, water conservation and environmentally responsible construction materials. This collaboration aims to make future metro systems not only efficient transport networks but also models of sustainable infrastructure. Similarly, the collaboration between Greater Visakhapatnam Municipal Corporation (GVMC) and IGBC focuses on:
- Green municipal infrastructure
- Sustainable waste management
- Capacity building
- Net Zero urban development
- Resource-efficient city planning
These initiatives extend sustainability well beyond individual buildings into the broader urban ecosystem.
Capacity Building and Institutional Strengthening
Recognizing that sustainable development requires institutional capability, Andhra Pradesh has invested significantly in knowledge creation and capacity building.
IGBC has been working closely with APCRDA, municipal corporations, developers, architects, engineers and government officials through structured training programmes, technical guidance and policy advisory support.
This ensures that sustainability is not merely driven through regulations but is supported by technical competence across the ecosystem.
Green Industry and Sustainable Manufacturing
The State’s sustainability agenda extends beyond buildings into industrial development.
Through its collaboration with the Andhra Pradesh Pollution Control Board (APPCB), CII Green Business Centre is promoting both IGBC Green Buildings and GreenCo-rated industries. The partnership encourages industries to adopt resource-efficient manufacturing practices, cleaner production technologies, renewable energy, water conservation and circular economy principles. It also seeks to streamline environmental clearances for certified projects and expand technical support for industries transitioning towards low-carbon operations.
Renewable Energy and Climate Leadership
Andhra Pradesh’s green building movement complements the State’s broader clean energy ambitions.
The Government has articulated an ambitious vision that includes:
- Development of 20 GW of renewable energy capacity
- Promotion of Green Hydrogen
- Climate-resilient urban infrastructure
- Zero Budget Natural Farming
- Net Zero Targets
- Swarna Andhra Vision 2047
Green buildings are therefore viewed not as isolated projects but as critical components of a wider decarbonization strategy encompassing energy, industry, agriculture and urban development.
The Road Ahead
Andhra Pradesh has established a strong foundation for becoming India’s leading green state. The combination of visionary leadership, supportive government policies, institutional partnerships, technical expertise from IGBC, and an expanding portfolio of green and Net Zero projects places the State in a unique position to lead India’s sustainable development journey.
The next phase will focus on scaling green buildings across every sector, expanding Net Zero infrastructure, integrating renewable energy into urban development, strengthening climate resilience, and embedding sustainability into every new investment. As Amaravati evolves into a model green capital and cities such as Visakhapatnam adopt advanced sustainability frameworks, Andhra Pradesh is well positioned to demonstrate how economic growth, environmental stewardship and technological innovation can progress together.
With its robust policy framework, an evolving green building footprint, pioneering Net Zero projects, and the long-term vision of Swarna Andhra 2047, Andhra Pradesh is not merely adopting sustainability; it is shaping one of India’s most comprehensive models for green growth and climate-resilient development.
